I recently down graded my cable services with Time Warner Cable and when I received my bill there was a fee of $39.99 added to my bill. I immediately contacted the company about the fee and they stated the fee was for the Technician coming out to my apartment to downgrade my services. He didn't have to enter my apartment to complete this request.

This made me very irritated because when I went to their office to turn in equipement the customer service Rep didn't mention this fee. And when the Technician came out I didn't have any service for 2 days. The Tech had to return and fix the problem he created during the first down grade. I'm I obligated to pay this fee? There wasn't any advance notice of this fee.
